There was a fancy restaurant that I went to one of the nights in Harbin and had some nice food and beer (the rest of the nights I went to cheap local places to stretch the dollar/RMB). This place was called the Madieer Restaurant and Brewery. They had a small stage with a Russian accordion man doing gigs. He was extremely talented and entertaining. He came down and danced everywhere where the people were eating. Everyone was spontaneous and it was really good fun. The food and service was first class. I had a fabulous time. You should also go there one day. To Harbin.
