Beijing has strict rules to reduce traffic congestion in its CBD districts. For example, on some days only cars with even numbers can enter the CBD and on the other days cars with odd numbers. I think it can be frustrating that you cannot use your car even though you own a car. But the Beijing traffic police is efficient and you will be stopped and fined if you flout the rules. But a motorbike like this is a clever way to get around the traffic to bring your darling wife for a joy ride.
