There are various types of taxis in China. You can divide them into offical and unofficial taxis. No, wait. You can actually forget about this division because you will hardly know which is official and which is unofficial. Then you have within each category private/shared cars, private/shared taxis, motorbike taxis with carts, just motorbikes etc. In Shanghai I have used the motorbike taxis with carts quite a lot. They are conveniently located in junctions, they go slow, great for small distances and they charge very low. It also gives you a bit of a sight seeing opportunity. Here my family is going to the Yuyuan Gardens for sight seeing.
