Well actually, it is in a way. But its not an army type of a rocket launcher, if you know what I mean. It was parked outside a shop that offered wedding services such as limousine, decorations, flowers etc. This vehicle is actually used to launch fireworks for weddings. Fireworks are banned in Singapore and Australia. But after several years in China, I became familiar with firing -up fireworks from your backyard in China. But still, I have never seen such a vehicle before. I am pretty sure that this is a sort of a commercial grade of fire works application requiring a special licence and is regulated by the government. Has to be.
